Dimensions, Necessary Inter Alia for Trustworthy E-government Services
Abstract: E-government
services exchange information electronically, which implicit increase the
amount of electronic records, recorded electronic information. Minutes of
meetings, medical journals, police reports, company registrations and blueprints
are all examples of records. One key characteristic of records is that they
are going to be preserved for long time, some forever. Both the Swedish Agency
for Public Management and the Swedish Emergency Management Agency have identified
preservation and management of electronic records as a problem, needed a
quick solution, a problem that must be solved in order to be able to develop
working e-government services. A record should be able to serve as evidence
over actions and transactions. For this must records be reliable and authentic,
i.e. be trustworthy. Question of immediate interest is what quality is needed
for electronic records to be able to maintain its trustworthiness? In this
paper a set of sixteen electronic record quality dimensions are presented,
a result from a seven month qualitative case study at the Swedish Companies
Registration Office. The results indicate existence of unique electronic
record quality dimensions. The results also indicate the existence of general
information quality dimensions not applicable for electronic records. The
identified electronic record quality dimensions are a first step towards
general electronic record quality needed for trustworthiness in electronic
records, and also for trustworthy e-government services.
