E-Government Applications in the Philippines
Abstract: This paper reports on the e-government applications
at the national and local government levels in the Philippines. While
almost all government agencies and their affiliates have functional websites,
only a few allow online transactions, suggesting that e-government in most
government agencies is still in its early stages of development. Some
local governments such as the Provincial Government of Bulacan, however,
have been quite successful in the development and implementation of ICT applications.
The provincial government has a functional website that allows online transactions
and has developed various information systems to help manage its financial,
human, real estate, and other resources. The adoption of these information
systems has resulted in a streamlined organization, cost reduction, increased
revenues, and more effective and efficient local government
