A Framework of Factors
for determining the Degree of e-Readiness in the Constituent Sectors of Emerging
Societies
Abstract: The underlining focus of the study to
present a framework of factors that could be used to gauge the degree of
e-readiness of organisations, regions, economic sectors, countries and regions.
During the last decade, leaders in government, business, and social organizations
around the world have consid-ered how best to harness the power of Information
and Communication Technology (ICT) for develop-ment. Experts have pointed
out that in order for de-veloping countries to put ICT to effective use,
they must first be "e-Ready" in terms of ICT infrastruc-ture, the accessibility
of ICT to the population, and the legal and regulatory framework. Developing-country
leaders have been urged to use e-Readiness assessment to measure and plan
for ICT integration, focus efforts from within, and identify areas where
external aid is required. Several e-Readiness initia-tives have been launched
to help developing coun-tries in this area, and numerous e-Readiness as-sessment
tools have been created and used by differ-ent groups, each looking at various
aspects of ICT, society, and the economy.
