for
Civil Servants in Croatia: The EU Project eGovCRO – an Actual Overview
Abstract: Public services in
Croatia are confronted with
many challenges, especially after the political and public consensus on
the
national strategic goal and priority: the EU membership. The civil
servants
play a decisive role; among others they have to adapt the Croatian laws
and
the existing infrastructure according to the EU standards and
processes,
and especially their individual attitude towards the EU. Some
negotiations
have been started, so that Croatia is now closer to EU membership, but
Croatian
civil servants and public administrators are not all completely
prepared
to manage new e-challenges, which are listed in the framework of the
eEurope
2005 action plan1. Croatia has adapted their development strategy to
the
Lisbon strategic objectives2: in first line to become an information
and
knowledge society. First reformations in public administration have
been
started; there are several ongoing projects , e.g.: Electronic Land
Registry,
State Treasury, Public Procurements, Reform of the Judicial System,
Citizen
Registers, Reform of the High Education System in Croatia. Several user
oriented
services are being implemented (e.g. One-stop shop). But not at all
levels
and not in all governmental bodies and public institutions, because two
of
the main obstacles in these processes are the lack of capacities of
human resources and the lack of the
needed skills of them for working in e-environment and for implementing
new
services.
