Title: Proposed Framework To Manage The
Change To E- Government
Abstract: This
paper proposes a framework to manage the complex change from government
to e-Government. It builds on other countries experiences gained from
literature review and field study Libya.
The transformation from traditional government to e-Government is
complex, touching the political, cultural, organizational and technical
aspects of everything that government and other public service
providers do. It is driven by pressure for change both from the bottom
up as the expectations of citizens and businesses increase and from the
top down as government seeks to reform and improve its organizations
services. Changing the way governments work complicates the
transformation process and produces a set of overlapping priorities
and programmes. This complexity creates a need for a
framework
and guidelines to plan and simplify the transformation process to
e-Government.
The developed framework focuses on business processes which provide
guidelines to manage the change during the preparation, formulation,
implementation and
evaluation phases.
