Communication Technology (ICT) Consumption Index For Year 2003 and Its Relation
to Human Development Index (HDI): A Case of Asia and The Pacific Region
Abstract: A composite index of ICT consumption
for year 2003 for the countries located in Asia and The Pacific region is
constructed on four telecommunication indicators, namely the number of telephone
mainlines (per 100 people), the number of cellular subscribers (per 100 people),
the number of Internet users (per 10,000 people) and the number of Personal
Computers (per 100 people). The index is built in two ways, as a simple average
and as a weighted average, where the latter one uses the entropy-based weighting
method to elicit the relative importance of the indicators involved. Using
the two rankings obtained from ICT consumption index and HDI, a statistical
test is carried out to prove that in general, there is a positive association
between both rankings. This empirical result is very significant for advocates
in related disciplines.
